1ER COLLOQUE ON CB IN PORTUGAL The 1st Colloque on the CB in Portugal which was held in Tomar the 9/12/2006 was a success. It is on invitation of Anarcb association that we went to this demonstration. We were accept with a great kindness and a perfect hospitality and with the famous Portuguese ease of friendliness. We met over there considerable people responsible who throughout our stay endeavoured to talk in French or to translate their interventions. All the morning of the 9/12/2006 by small groups the representatives of various associations arrived and it is completely in a friendly way and naturally that the presentations were made. It is towards 13H that we reunite in the room of reception where the tables intended for the lunch were drawn up. A cake of several kilo was decorated inter alia logos with ECBF with the Catalan federation and French federation. Then it was the arrival of the Portuguese person person in charge in Portugal for ECBF Mr. Victor Reis and of the Civil authorities. Thus we were introduced at the Mayor of Tomar,Câmara Municipal de Tomar - Dr. Curvelo de Sousa.Junta de Freguesia de Santa Maria dos Olivais - Senhor António Rodrigues and with the Assistant of the Governor, Luis Ferreira of the civil Government of the district of Santarem in charge of Civil Protection. With this occasion, the Anarcb organizer made us remit by the assistant of the Governor one commemorative box containing a dedicated metallized with ECBF. Commemorative plate which we also offered to the authorities. We also saw ourselves remit by the representative of the civil Government a box containing a medallion to the badges of the Civil authorities for Civil Protection. It is with honor that we warmly thanked our hosts. After an excellent lunch, it is in the room of reception of the public library wired for sound very well in auditorium that was held the Conference itself. In the room of conference awaited us Mr. Luis Forra, President of Liga CB, association of defence of the radio operator operators and Co-organiser of this day of discussions and information. After a speech of welcome, he will remind quickly that contrary to the rumor, the CB does not terminate in Portugal with the implementation of the decree Decreto-Lei 47/2000 de 24 de Março, but that this new decree does not authorize any more the use of the old posts in 12 Watts and that the Portuguese regulation in accordance with the European Directives and the standards in force up shift in 4 Watts FM and 1 Watt AM USB and LSB in 4 Watts. It will call/[donate]/[outline]/[provide] then on the Portuguese delegate of ECBF, Mr. Victor Reis. In its speech, this last will concentrate to encourage its compatriots to link itself to act: - To fully use all the width band CB. - With the respect and the courtesy on the frequency bands. - Participation in the associative action of defense. - To work with ECBF with the recognition of the 27 MHZ and to take part in harmonization of the European standards. Oscar Espallargas deputy of Catalonia will chain by explaining how in front the Administrations, ECBF already evidence the compatibility of the audio-visual CB and other means. With the TR101837 and standards ES202056 and ES202137 we proved that an increase in power is possible. The work is not finished and our objectives still remain to be reached but it is in the union of our European associations that we will find safety thanks to a common policy. A debate is established then and follow one another the microphone all the person in charge for associations or the CB. Mr. Luis Forra will give the counterpart or the explanations necessary. In agreement with the assistance it will be created a Portuguese national Commission and the shares conduct by the Commission will be identified and communicated to the CB community.To strengthen these shares ECBF through its person in charge in Portugal Victor Reis and the General Secretary will provide their full support for this Commission. To conclude, Mr. Luis Forra will call on Bernard Arnut, President of the French Federation (FFUCB). The aforementioned will say that in France also we have the same problems and it is by linking our efforts and by concerting us that we will be able to face and it will undertake to remain in liaison with our Portuguese friends. Lastly, to terminate the word is given to Secretary-General/[secretary-general] ECBF. I will say that ECBF knew by its work to tie contacts privileged with the various European entities and that for example we had inter alia supports for the drafting of our last standards Portuguese Administration ICP. A dialog and action can thus be carried out when there is general consensus and it is with small step but in the union and the co-operation which we will be able to befall at our objectives. The support for our Portuguese delegate, Mr. Reis is of primary importance and thus this new Portuguese Commission created at the time of this conference goes in the good direction, the participation of the CB associations and the Federation of these last, behind a single entity remains the objective. The presence of the Civil authorities and the organizations of civil protection and the Assistant of the Governor are a very positive indication of serious of this 1st Conference. This contact must be continued. Our project in ETSI only aim at improving the conditions of the radio operator operators. ECBF will bring all its help and its support with the Portuguese CB and the bond between us while by the union and the support for our delegate Victor Reis by the Commission created this day. European Federation ECBF works in this direction. I will finish while saying how much we are happy greeting which was made to us and we congratulate the organizer on this day Mr. Fernando Seixo and Luis Forra for their dynamism and their capital shares in this very successful meeting.
