The 12th meeting of ETSI Technical Committee Electromagnetic Compatibility and Radio Spectrum Matters (ERM) took place in ETSI headquarters, Sophia Antipolis from 6 to 10 November 2000, at the invitation of the ETSI Secretariat.
The meeting was opened by Michael Sharpe, who welcomed the delegates to Sophia Antipolis and wished them a successful meeting.
The meeting was chaired by Mr Oliver Wheaton (DTI); the Secretary was Dr Michael Sharpe (ETSI Secretariat).
The draft agenda (document

The meeting noted that EFRIG was expected to report to the 36th General Assembly. This was discussed in detail under agenda item 1.3.2.
The meeting noted that the 36th General Assembly was scheduled to meet on 21 to 22 November 2000.
It was noted that the ETSI annual running cost is about 20 million Euro, and that the reserve is about 5 million Euro. The financial structure will be discussed at the next GA.

It was noted that ERM RM had agreed a liaison statement to EP PLT on matters related to the use of the HF band by PLT services. Some concern was expressed at what appeared to be a negative approach from ERM RM.
1.4 European Commission Activities
The meeting considered:
The meeting noted that the draft decision had been discussed in ERM RM, see agenda item 5.
The meeting considered document 10_031, a letter sent to the TCAM Secretary after ERM#11 regarding Environmental Conditions, and document 10_089, the draft minutes of the 6th meeting of TCAM.
The meeting noted that the Commission had discussed receiver parameters and environmental conditions, as reported to the last meeting of the R&TTE Steering Committee. It was reported that the Commission consider that certain parameters should not be included in Harmonised Standards, and that the Commission were considering deleting such requirements from the Harmonised Standards before citing them in the Official Journal. It was noted that the Commission comments also apply to radio standards produced outside ERM.
It was agreed that specified receiver parameters are necessary as frequency planning assumptions as part of a spectrum management régime. Users can expect to benefit from spectrum protection only if the receiving equipment meets certain quality requirements. It was noted that the existing "part 1" standards fulfill this purpose.
The meeting noted document 12_090, a draft mandate on electrical safety that had been agreed by the 98/34 Committee. It was noted that CENELEC was the lead organisation on this mandate, and that TC Safety provided technical assistance on telecommunications aspects. It was noted that the competence regarding safety on radio sites was shared between TC Safety WG radio and ERM RP11. This was further discussed under agenda item 10.

The meeting endorsed the view of ERMCC to set up a task group to review the ERM Harmonised Standards in the Land Mobile sector, in the light of the view expressed by the European Commission, with the reservation of Secretariat d’Etat d’Industrie. The task group should consider, inter alia, receiver parameters and environmental conditions. It was noted that the Commission (Mark Bogers) intends to attend the Task Group. It was considered that, in cases where receiver parameters were justified, that justification should be made clear to the Commission.
It was noted that RP02 consider that the issue of receiver parameters should be treated separately from environmental conditions.
It was noted that work on the related "part 1" standards should be suspended while the task group is working on the relevant Harmonised Standard.
Concern was expressed by France Télécom and Secretariat d’Etat d’Industrie that ERM had already stated its support for the published Harmonised Standards and that the action of the Task Group could be better handled by asking for a justification from the working groups that drafted those standards of the technical parameters chosen.
The meeting considered document
12_122, the draft Terms of Reference of TG18. The draft Terms of Reference were modified after considerable discussion. The meeting agreed that the Marine standards and the Avalanche Beacon standards are outside the scope of TG18. The revised Terms of Reference are attached as Annex F: Terms of Reference of ERM TG18 to review and revise Land Mobile harmonised standards within TC-ERM. A show of hands indicated a substantial majority in the meeting to set up TG18 with these Terms of Reference. Objections were noted from France Télécom and Secrétariat d’Etat d’Industrie. It was noted that the JWG had set up a task group (TG3) to develop EMC emissions limits for cable telecommunication networks. It was also noted that CENELEC SC 201A had set up a working group (WG 7) to develop limits for emissions from other installations.The meeting noted document

4.1 Deliverables for approval for One-step Approval Procedure
The meeting considered document 10_110, draft REN/ERM-EMC-225-11 (EN 301 489-11) Electromagnetic Compatibility (EMC) standard for radio equipment and services; Part 11: Specific conditions for terrestrial broadcasting transmitters which had been approved at the ERM EMC meeting (San Jose).
Concern was expressed regarding
It was noted that a large number of broadcast experts had contributed to the draft and had been circulated to the EBU and to JTC Broadcast without comment. It was further noted that ERM TG17 had recently been established to deal with radio requirements for prevention of harmful interference under article 3.2 of the R&TTE Directive for broadcast transmitters.
It was considered that the draft could be approved for Public Enquiry provided that the scope would be restricted. A revised proposal was produced after discussion in a small group (document 12_124). The meeting did not support this proposal.
An ad-hoc group met in parallel session to resolve the outstanding issues. It was not possible for the ad-hoc group to reach a conclusion.

The meeting noted document 12_058, an enquiry regarding ESD tests in EN 300 386-2. It was noted the requirement is to carry out both direct and indirect testing of electrostatic discharge, in accordance with the referenced basic standard (EN 61000-4-2). It was noted that the test method of the referenced basic standard shall apply when no deviations are given in the generic or product standard, such as the EN 300 386-2.

It was proposed to withdraw ETS 300 386-1, as ES 201 468 and TR 101 651 have now been published. After discussion, it was noted that ETS 300 386-1 was referred to in EN 300 386-2, which is a Harmonised Standard referenced in the Official Journal. It was noted that EN 300 386-2 has been replaced by EN 300 386 and then the EN 300 386-2 will not apply after the transition of EN 300 386.

It was noted that the new draft could be used to demonstrate conformity in the absence of a product standard. It was further noted that the frequency band for radiated immunity requirements had been extended to 2 GHz and that the test levels for surges had been modified.

It was noted that EP TETRA is reconsidering the limit values for the requirements relating to Adjacent Channel Power and Adjacent Channel Selectivity. Concerns were expressed by ERM RM members on the implications of such a relaxation (5 to 10 dB) on the efficient use of the spectrum and the usage of the adjacent bands by other systems (e.g. : GSM, PMR…).

The meeting noted document 12_005 Annex 3 on a proposed ERC Decision on the withdrawal of frequencies for Cordless Telephones. ETSI has been asked to clarify to what extent Cordless Telephones are still supported by ETSI members. WG ERM RM has already agreed that CT2 should be treated differently from CT1 and CT1+.
After discussion, it was agreed that the appropriate text of annex 3 would have been:
From the Frequency point of view the current situation is :
The use of the band 914-915/959-960 MHz by CT1 is not harmonised in the view of the R&TTE Directive and this band has been designated as an harmonised band for GSM by the EU directive (87/372/EEC).
The phasing out of CT1 is consistent with this spectrum regulatory framework.
The use of the band 885-887/930-932 MHz by CT1+ is not harmonised in the view of the R&TTE Directive, and this band has been designated by the CEPT for GSM CEPT/ERC/DEC(97(02).
The phasing out of CT1+ is consistent with this spectrum regulatory framework.
The use of the band 864.1-868.1 MHz by CT2, does not conflict with ERC Decision or EC Directive. There is no ERC Decision regarding CT2 and is not harmonised in the view of the R&TTE Directive.
The band 862-870 MHz will be designated by CEPT for short range devices applications.
At this stage, no compatibility studies have been made to demonstrate if there is a conflict between CT2 and other SRDs. The compatibility studies initiated with wireless microphones and wireless audio systems have been completed and show no incompatibility between these devices. These studies now needs to be enlarged to other SRDs. If CT2 demonstrates limited interference potential, it should be allowed to operate on a longer term than the other CTs .
The meeting considered document 12_092, a comment from Nortel Networks on the report regarding the timing for the removal of frequencies for cordless telephones, and document 12_126 (Ascom) providing information on the differences between CT1/CT1+ and DECT. Concern was expressed that the timescales for re-allocation needed to take account of the nature of a consumer market.
It was proposed to consider a phased withdrawal of frequencies with the following key dates:

It was noted that the CEPT/ERC FM had requested that the SRD Maintenance Group (formerly FM26) should be treated as a working group of ERC, which would be attended by a single ETSI representative, rather than a project team, to which attendance would be open to ETSI Full Members.
Following difficult discussions at the last meeting of ERM RM in Milan, a compromise had been reached (document 12_005 annex 2). Concerns were expressed at the meeting that the agreed compromise was not in line with the existing ERC/ETSI MoU, although it was noted that the RM position had been reached on the basis that the MoU with ERC was under negotiation.
It was agreed that RM should appoint a liaison officer to the CEPT/ERC FM SRDMG, who should use the same rules of engagement as liaison officers to other working groups of CEPT/ERC. It is expected that the Liaison Officer may need to be accompanied by technical experts to give him technical assistance during SRDMG meetings.

It was reported that WG ERM RM had noted the final decision of ERC to close TG1 and to create one single group called PT1. ERM RM had decided to ask the existing Liaison Officer to TG1 to act as Liaison Officer to PT1.

The meeting noted 12_005 annex 6, a Liaison Statement from WG ERM RM to all Technical Bodies involved in radio systems standards, including TC ERM.

It was noted that the proposal for 4W RFIDs in the 900 MHz band (allocated to TETRA) had been formally rejected by CEPT-ERC WG FM. No further work is going on in this area in ERM RM.
Tracing of Lost & Stolen Items (TLSI)
It was noted that CEPT-ERC PT FM39 was closed during the last WG FM meeting. It was reported that ERC are not pursuing action in this field, although standardisation activity is underway in ISO.
It was noted that RM had discussed at its Milan meeting a system reference document related to PLT. The meeting considered the liaison statement sent by ERM RM to EP PLT (document 12_005 annex 5). It was noted that the allocation of a radio frequency "chimney" in the HF band would be a lengthy process (taking many years) that would be unlikely to deliver the bandwidth requested by EP PLT.
It was noted that EMC limits are being developed in a joint working group with CENELEC that is also looking at limits for DSL and CATV systems. It was reported that the joint working group considered that PLT should meet the limits of EN 300 386 and EN 55022.
It was noted that the role of ETSI RM is to present the co-ordinated spectrum demands of ETSI. Concerns were expressed by some delegates that the response sent by RM to PLT did not give adequate information on the role of ERM RM in this respect. It was agreed that any relaxation of limits in comparison to those contained in relevant EMC standards would have to be agreed with ERC and ITU-R.
It was noted that a systems references document related to transponders in the LF & HF range, and another related to RFID systems based on ISO 14223, 11784, 11875 had been sent to CEPT/ERC. A systems reference document related to 2,45 GHz RLANs providing 4W eirp using directional antennas was under approval by correspondence.
Concerns were expressed that it was difficult to see which System Reference Documents were active and at what stage they were.

The was noted that the frequency band 31.8-33.4 GHz had been newly allocated to the Fixed Service – for High Density Applications - by WRC 2000. Although CEPT-ERC WG FM stated that it was too early to make any decision yet on the usage of this new band, WG ERM RM had initiated an internal consultation between TM4, BRAN and ERM RM on the possible usage of this frequency band. Some WG ERM RM members already mentioned that there will be a need for the future 3G mobile network infrastructures.

12_060, recent Commission Decisions in relation to the application of article 3.3e of the R&TTE Directive to Marine and inland-waterway equipment. The meeting noted that no transition period had been allowed in these Decisions, which therefore were of compulsory application from their date of publication in the Official Journal of the European Communities.It was noted that RP01 have started a programme to examine the spurious emissions requirements in all of its standards in the light of the recent ITU-R Recommendation SM.329-8.
It was noted that the GMDSS specifications of RP01 and of IEC TC80 were in need of revision in the light of developments in the IMO and ITU. A meeting had been planned with IEC in December to co-ordinate work programmes.
RP01 had noted difficulties caused by the fact that ETSI standards for the same equipment are cited in the Marine Equipment Directive and also in the Official Journal of the EC in respect of the R&TTE Directive. Difficulties have been experienced because the mechanism for maintaining the citations is different. This issue will be discussed in detail at the forthcoming RP01 meeting.
